It is expected that the prime minister Narendra Modi to appear in Rajya Sabha during Question Time on Thursday amid the stalemate in Parliament on alleged hate speech made by the Union Minister Jyoti Niranjan Sadhvi during a recent rally here : New Delhi.
Even after stopping the work of Parliament for two consecutive days the deputies of the opposition seems to be strong and united to stop the two Houses of Parliament for the third day, demanding his resignation and the government categorically say no.
A united opposition created an uproar in the two chambers, leading to repeated adjournments in the Rajya Sabha and once in the Lok Sabha yesterday.
However, the Delhi Police had yesterday filed a complaint against the minister.
Sadhvi Niranjan Jyoti provoked a row, while addressing a rally in the capital on Monday, when she said: "The people of Delhi have to decide if they want a government hectares Zadon *** (descendants of Ram) or has *** Zadon (those born illegitimately). "
Yesterday, Parliamentary Affairs Minister M Venkaiah Naidu had appealed to the opposition to not interrupt Question Time, to be held today, saying they can speak and go, but "there is no break out".
The appeal by the Minister of Parliamentary Affairs came as Rajya Sabha witnessed a virtual wash their performances on the second day amid immediate signs of a breakthrough in the impasse with the government having the rejected calls to Jyoti to resign.
"The question does not arise at all. No doubt the minister to resign at all," he told reporters Naidu while also ruling out any apology from the prime minister Narendra Modi on the row.
Hitting out at the government for causing disruptions in parliamentary proceedings, Naidu alleged that she was not behaving responsibly. He said that while the BJP and its allies had won a massive majority, the opposition is not allowing the House to run.
"They are decimated there, but united here," he said, adding that if the opposition parties were so excited, they should go to the police and file a complaint on the observations of Jyoti.
Trying to counter the Congress, Naidu said Beni Prasad Verma leaders like rival party had spoken immodestly on Samajwadi Party chief Mulayam Singh Yadav and former Prime Minister Atal Bihari Vajpayee, but never apologized for it.
Congress leader and Rajya Sabha MP Ashwani Kumar said that "unless the Prime Minister assures us that it will take action against it (Jyoti), we will not remain silent."
In this House, where the government is in minority, Opposition members advanced to the podium of the President, shouted slogans and demanded explanations from the Prime Minister Narendra Modi on the issue.
"We feel ashamed to repeat what the minister said. A simple apology is unacceptable," Communist Party of India-Marxist said (CPI-M) leader Sitaram Yechury.
Congress leader, Anand Sharma, said: "We do not accept apology Prime Minister should come to the house and plunder the minister is a recognizable and not compoundable offense, punishable by up to three years in prison ..."
Vice PJ Kurien had to postpone three times the work of the house, before lifting the house until 14:00.
After lunch, members of the opposition continued shouting slogans and demanded the dismissal of the minister of the Cabinet.
Samajwadi Party leader Ramgopal Yadav said Jyoti comment went against the secular spirit of the Constitution.
As continued interruptions, the house was adjourned for the day.
Similar scenes were witnessed in the Lok Sabha, where Prime Minister Modi was present.
Raising the issue, Congress leader Mallikarjun Kharge said: "As the prime minister is here today, I want the minister to be asked to resign."
Minister of State for Parliamentary Affairs Rajiv Pratap Rudy said the minister has already apologized.
"Yesterday (Tuesday), the matter was discussed and the minister also apologized. Why the question arises again?" He said.
He also rejected the adjournment motion and notice of suspension of question hour. The deputies approached the podium speaker shouting slogans like "PM Jawab do" (prime minister must respond).
Speaker Sumitra Mahajan said that all members will have to apologize if these questions are raised all the time.
It seems that the opposition is trying to corner the government on the issue as dispensing NDA does not have a majority in the Upper House.
