The repeal of the Act of Settlement Status window Andhra Pradesh Industrial existing single 2002, the Telangana Assembly on Thursday unanimously approved its own industrial system Bill --Telangana State Industrial Project Approval and Certification Auto (TS-iPASS) - for timely approvals for proposed industrial units to be created in the new state.


Legislation intended to speed the processing of issuing various licenses, permits and certificates required by industries and also provide a favorable investment environment in the State.

Minister K. Chandrasekhar Rao, who piloted the Bill described in Andhra Pradesh law as having a "single window with grills" but was a "single window without bars" now in Telangana. However, Congress said the new legislation was "word for word" the same as above, except to introduce a clause which asked applicants to submit a checklist with common application form.

Including Congress, all parties supported the bill, but the BJP insisted sent to a selection committee to study thoroughly instead of rushing through. However, the BJP withdrew the lawsuit and two other amendments that sought to persuasion by the Chief Minister.

Mr. Rao informed the House that the planned project board facilitation of Telangana state-wide investments headed by Chief Secretary giving provisional approval of mega industrial projects within 15 days of receiving applications for self-certification. A committee independent state with the secretary industries as president give authorizations for all other projects in 30 days. To qualify as a mega project, Mr Rao said, should not be an investment of over Rs. Rs 200 million and employ more than 1,000 people.

Deputy Head of Congress and former Minister J. Geeta Reddy Industries downplayed the legislation saying that the previous government in the United State had also made compulsory self-certification by applicants. To emphasize the requirement, the TRS government had introduced the word in the title of the bill. Mr. Rao said that self-certification is required to be witnessed in the past, but not now. He said there was a big difference between the previous and current legislation.
