With the Modi government against the arduous task of fulfilling his promise to return the black money stashed abroad, the Attorney General Mukul Rohatgi said Friday that all amounts deposited in foreign banks by Indian citizens can not be termed as black money and that is not a crime to open this type of account. 

He said that all information about the black money received from foreign countries with which India has double taxation avoidance agreement, can not be disclosed. 

Mr. Rohatgi told reporters that the details of these accounts can only be revealed in the government decides to initiate prosecution. 

He said the government filed a lawsuit in the apex court requesting modification of the prior order in which the Center was directed to disclose all accounts relating to the tax haven of Liechtenstein. 

"We have asked the Supreme Court to alternative countries have raised an objection and asked to explain why they released all accounts, not just those in which the prosecution is to be filed," he said. 

Taking a swipe at Modi government, Congress spokesperson Sanjay Jha said he has no intention of reaching the merits of black money. 

"Our government has recognized the problem of black money. 

There is no international law than the UN convention against corruption which we are a signatory in 2011. 

"If we go back to some of the events of last year, the then Finance Minister P Chidambaram spent considerable time and resources to convince the authorities to disclose the names," he said. 

"This government has no intention of getting to the bottom of the box of black money. During his campaign, Mr. Modi had promised to retrieve the black money within 100 days but have not taken any initiative," he said.
